Mayor Richard Millán: Eccentric Politician Suspected of Mafia Ties

Richard Millán Vázquez, the mayor of Elota in the Mexican state of Sinaloa, has built a reputation that transcends traditional local politics. Winning his post through a tightly contested election, Millán Vázquez took office representing a citizen-backed movement.

From the beginning of his tenure, his administration attracted intense public focus not only for policy initiatives, but for a series of distinct personal choices, extravagant administrative redesigns, and a penchant for turning heads across national media platforms.

His preference for theatrical display became clear early in his mandate when images of his official mayoral office surfaced. Rather than opting for standard bureaucratic furnishings, Millán Vázquez decorated his workspace with gold-trimmed baroque chairs upholstered in blue velvet, alongside a replica of the historic chair associated with former Mexican president and political strongman Porfirio Díaz. These early styling decisions established a recurring pattern of unique aesthetic choices that frequently placed him at the center of public debate.

The Imperial Independence Day Costume

The most visible manifestation of the mayor’s unconventional style occurred during the traditional national celebrations. Standing before citizens in the municipal plaza of La Cruz, the municipal seat of Elota, Millán Vázquez delivered the annual Grito de Independencia wearing an ensemble that immediately sparked widespread digital commentary.

Rather than donning a traditional charro suit or standard formal business attire customary for Mexican political figures, the mayor wore a heavy black military-style jacket outfitted with prominent, decorated shoulder pads, intricate light embroidery, and a sweeping long cape.

Social media posts across the country quickly seized upon the outfit, comparing his appearance to historical emperors, fantasy figures, and iconic entertainers. When confronted with the public backlash and viral mockery, Millán Vázquez remained defiant. He dismissed his critics publicly, declaring that his personal tastes and happiness were guided by faith rather than public approval, asserting that divine protection shielded him from negative commentary.

International Travel and Financial Scrutiny

Beyond his wardrobe choices, Millán Vázquez has faced severe scrutiny over administrative expenditures and international journeys. In mid-2025, the mayor traveled to Paris, France, to participate in a global forum addressing sustainable cities.

While the municipal administration defended the trip as a necessary outreach effort aimed at attracting foreign private investment and providing international exposure for Elota, critics questioned the validity and cost of the excursion amid pressing local infrastructure needs.

The scrutiny over administrative spending deepened as local oversight authorities began investigating municipal finances. State fiscal watchdogs flagged an unaccounted-for multi-million-peso deficit within the municipal accounts, totaling nearly 14 million pesos. Investigators pointed to irregularities concerning missing justificatory documentation for expenditures and questionable usage of property tax funds.

While the mayor’s administration insisted that legal teams were assembling documentation to clarify the discrepancies and denied any intentional misappropriation of public funds, the financial cloud severely damaged his political standing.

Political Fractures and Party Expulsion

The mounting controversies surrounding the municipal administration culminated in a definitive break with his political platform. Millán Vázquez originally entered office under the banner of Movimiento Ciudadano, marking a historic milestone for the political organization in the region. However, the relationship fractured entirely when the mayor publicly voiced strong support for Sinaloa Governor Rubén Rocha Moya.

Governor Rocha Moya faced intense pressure and international scrutiny, including investigations concerning alleged connections with organized crime figures. In response to Millán Vázquez aligning himself with the embattled governor, the state leadership of Movimiento Ciudadano formally distanced itself from the mayor.

The political party clarified that Millán Vázquez was not an active card-carrying member of their internal ranks and announced his effective expulsion from their political sphere, vowing to block any future candidacies associated with his name. Stripped of his political backing and facing ongoing fiscal investigations, the mayor remains a polarizing figure in Mexican regional politics.
